The 4th and 7th Company Law Directives (or Accounting Directives) create together the core of the accounting acquis, in bringing together a harmonised set of requirements for external reporting and a common set of requirements for consolidated financial statements of all limited liability companies in the EU. During the past 30 years, the Accounting Directives have been modified several times to adjust legislative requirements to timely circumstances.

In this spirit, the EU is now reviewing the current framework to ensure its relevance to today’s business environment. It is however crucial to adopt a balanced approach combining the “think small” first principle for small and medium size enterprises (SMEs) and external users’ needs, as well as the value of financial reporting by private entities. During the current economic climate with an uncertain economic future and tighter access to finance for SMEs, simplification if necessary, should not be undertaken at the expense of transparency and comparability of financial data.

ACCA (The Association of Chartered Certified Accountants) and EFAA (the European Federation for Accountants and auditors for SMEs) are therefore jointly organising a roundtable entitled "SMEs financial reporting: how to reconcile business needs and legislative requirements?" at the European Parliament on 21 November.

Hosted by MEP Françoise Castex, the aim of the event is to firstly discuss the European Commission proposal to review the 4th and 7th Accounting Directive and the ongoing legislative work on the proposal to exempt micro-entities from certain accounting requirements. The legislative proposal will also serve as a basis to exchange views and best practices on the impact of financial reporting requirement on the needs of the small and medium businesses but also of the society as a whole.
